      It means humans who, in strong winds, raise the sails of their ship and use the wind to increase their speed to reach their destination faster.
      They create opportunities from difficult conditions

      Currently singles a person out if they are of the imaginal cell type (and in this society not in a good way). Means you have to have courage and faith in the new that is coming, I am not totally there yet.
