It’s that we live in a closed system of concrete laws. Against every thought and action is a reaction in the system like throwing a ball up, I’m certain it will come down. But unlike with gravity, one doesn’t see the rest of the ocean of laws he is in – until he is awarded that degree called revelation of reward and punishment. The concealment is so we an show how much – without this revelation – we would like to live under the law of bestowal.
This is what Baal HaSulam writes in the Introduction to the Study of the Ten Sefirot.
Every person from Israel is guaranteed to finally attain all the wonderful attainments that the Creator had contemplated in the Thought of Creation to delight every creature. And one who has not been awarded in this life will be granted in the next life, etc., until one is awarded completing His Thought, which He had planned for him.
And while one has not attained perfection, the Lights that are destined to reach him are considered Surrounding Lights. That means that they stand ready for him, but are waiting for him to purify his vessels of reception, at which time these Lights will clothe the able vessels.
Hence, even when he does not have the vessels, when he engages in this wisdom, mentioning the names of the Lights and the vessels related to his soul, they immediately shine upon him to a certain extent. However, they shine for him without clothing the interior of his soul, for lack of able vessels to receive them. Yet, the illumination one receives time after time during the engagement draws upon him grace from Above, imparting him with abundance of sanctity and purity, which bring him much closer to achieving perfection.
Everything is understood only through the Upper Light that gradually works on a person according to their efforts in the method of Kabbalah. As Baal HaSulam writes here:

Kabbalah doesn’t give life advice because there you already know the laws. We all know them. That doesn’t mean we follow the laws. We don’t like nature’s laws because they go against what we desire. But the laws are relatively clear. So the problem is with our desire, that we can’t fulfill it. For this, we need Kabbalah, to develop Restriction, Screen and Reflected Light.
That’s exactly why we get confused. We’re facing a whole system – with a shattered set of tools of perception.
That’s what happens according to the dream we’re in. When we wake up, there’s just One. Now, what happens in some continuation of this imagination because I did not manage to correct myself? There are no words that can be said that will land properly in us in a way that is not an even greater confusion than we’re in. We do not have the vessels to understand it. It’s not like these think or like those think.
